Neither, I mean the north and what she's hinting at regarding republicans. Carter ran in the south as a moderate democrat, even though he is/was nowhere near moderate. He didn't win over democrats in the north.

Historically, the south has been a Democratic region, so it's no surprise that the south voted for him.

Well, Dixiecrats are dead, shouth is pretty republican now. You are right about the south being democrats and voting for him, i think its the last time they went mostly democrat.
