I have noticed that my max speed appears to be halved since I figured out the router. Odd.

It's just a list of IP addresses from sources you don't want to be connecting to your computer. PeerGuardian is a program that will ban connections from that list of IP's. Don't know what program you use, but it's built in and for me it's under options and security. It accepts filter files and whatever format peerguradian is in. Google "ipfilter.dat".
