I am using a toshiba satellite and there a function bar that randomly comes down from the top of my screen(see attached picture). How can i disable this thing. It annoys the hell outta me.

640x480 is too small for me. Can't tell what it is and photoshop takes 10 seconds longer to load than I want it to. You tried googling all the processes you have running? Check your msconfig and see if there's any annoying startup programs you can stop starting up?
Oh, and...Rockies

looks like some kinda overlay from the laptop hardware. log out of windows and leave it at the login screen, and see if you still see it.
and haha your relief pitcher almost got his ass kicked by carlos lee. very entertaining game tonight |

ya i'm a rockies fan and my AL team is the rangers. Hey no one can say that I am a bandwagon fan, lol
Also i called toshiba and they said they are flash cards that mirror my function keys and i got them disabled. Laptops have too many stupid features |

Indeed! That's why everytime I get a new laptop, it gets a clean install. Customer service usually isn't any smarter than me anyway.

toshiba isn't actually that bad about including all their crap in the add/remove programs list. just go and uninstall every toshiba program (with the exception of any bluetooth stacks -- I've had problems with those on toshibas)
