you can have all the drainage systems in the world, but when a dry desert area has a flash flood (sudden downpoor of rain lasting anywhere from 10 minutes on up) the ground is going to flood because dry desert land can only hold so much ground water.... whereas places that have more rain...the ground can take in more water.

drainage systems can only do so much.
