It's under "Avatar Settings" in your control panel. Mods have nothing to do with it... those are all admin options. The settings Lance has are probably the defaults. Maybe just resize the pic?

defaults were 95 x 95 which was ridiculous, 150 x 150 should be plenty big for everyone

Yeah, it sounds like the file's just too big (in terms of file size, not physical dimensions). If the image is physically too large, the boards should resize it automatically.
