I'm just trying to figure out if his quote implied that he was referring to Iraq or not. I'm talking about that particular quote, not anything else he said in the thread. Any normal person who reads that quote will automatically assume he's speaking of Iraq.

in just that quote alone, yes I guess I would think he's talking about iraq.

however, I read it in the real thread, and NO it did not read like he implied Iraq. he even admitted it???

No. From that quote alone, he is not talking about Iraq. If you're going to require that people can't reference other sources such as that thread, then you cannot infer Iraq into that quote since it's not even mentioned. All I see there is a warning. A warning that third world countries that back out of treaties are a cause for concern.
