Basically, lots of RF energy that would fry most electrical equipment if the field strength is strong enough. There are some war theorist that believe blowing a snuke about 200 km in orbit would produce a EMP blast that would destroy about half of the US's comps.

is it true that an electronic device has to be operating for the EMP to have an effect?

i saw something about this on discovery.. they had some DoD guy saying it's a real threat that could cripple our country. luckily the terrorists can't seem to scrap together a nuke, much less put one in orbit. and if china or russia or any country capable of doing it, sent a missle, they know they'd get obliterated by the counter-attack.
