Jumping into this late but I must say this is proof we are a country of finger pointers...
Nothing is anyone's fault. The mom of the kid with the stick doesn't want her child's shirt pulled even though her kid is a bully and jerk, so she immediately blames someone else. Quite frankly I am tired of it. People need to take responsibility for themselves and stop trying to place blame everywhere.
