I will first ask you to forgive me, but my familiarity with the subject matter inclines me to comment.
On the subject of "getting drunk:" To have a discourse, we must establish some mutually agreeable definition for this ascribed level of consumption. I would consider "drunk" to be around the level at which notable decline is observed in sensory perception and motor skills. Is it overrated? What rating is it currently at? From what I have observed, in our society many college-aged persons feel that this level of intoxication is a necessity. For what cause remains debatable. Some drink down their feelings, others their actions. Some feel that it is a carefree abandonment from the required stresses of everyday life. Others just consider it "having fun." Is this level of intoxication more worthy if it achieves a goal that the imbiber is trying to achieve? Is it more acceptable or expected to "get drunk" at certain times, rather than others? If so, what does that intuitively say about drinking? If we determine drunkenness as relative to a person's philosophy on drinking, then could it ever be "overrated" or does it remain at the personal level? On the subject of the smoking of cannabis: From what I understand of the cultivation process, tobacco is a royal bitch to grow and cure. Cannabis, however, seems to be able to thrive in nearly any environment and can often be grown hydroponically, as well as indoors. This could give insight to the more capitalistic, profit-oriented diversity in their legality. Both types of smoking can be paradoxically considered as depressant and excitant (or stimulant). However, the effects on the end-user can be quite diverse. Are they necessarily ranked in quality, or are they merely contrastive? On the subject of excess: It is not the excess of one night, weekend or vacation that troubles us with existential classifications. The lifestyle of repeated excess is what causes the identity of a person to be compromised by their habits and/or their addictions. The terminology, although debatable, is not the issue. Where do we draw these constructed lines of classification? When does social/recreational participation become considered a disease, obstacle or means for contention? Doing anything in moderation is alright IMO, some things you can not do in moderation like smoke meth, therefore it is not ok to do these things in moderation. As long as something does not take over your life, it is ok.
