I feel that it is more out of selfishness rather than a desire to preserve peace that people havent gone nuke crazy yet. Think about it: one considerably sized nuke set off and the whole world would be up in arms bombing the shit out of each other. The weapons are there as a scare tactic but unless you get a totally wacky ruler in a nation, they wont be used for selfish fear of retaliation.
