you have to edit a persons profile to change their member group to the banned group, so yes he's been banned

heres my $.02
I think computers in the childrens section of the library where young people are the main users of that area should be filtered for illegal stuff (such as porn since they are <18). However the main adult computers should be unfiltered because if you do anything you are just opening yourself up for censorship of information and then you have the dilemma of who decides what the people can see. I personally think that looking at porn in a library is gross and stupid but I also recognize that you have to respect people's rights in a democratic country. There are enough alternatives than the library to gain access to porn. Porn does not have to be a free service to aquire. I believe it could be safely restricted in libraries without causing significant harm to society.
