for the most part, mexico is fairly currupt and can get away with more (not like we are not guilty of the same, just not as obvious)

i remember a thread before the many deletions and reincarnations about peopl crossing the border into southern mexico and the residents were shooting the illegal immigrants and mexico was doing nothing about it and encouraging it
