It's not faith. It's practicality. It only involves a small percentage of students, 21 and older that pass the test for CHLs. Now I will use a hypothetical. Who's to say that a person with a CHL doesn't get overpowered?

Ok, they get over-powered (very risky attempt, but let's say the offender is not rational and somehow succeeds in not getting himself killed by attacking someone with a gun, while he, himself, is unarmed). Would there not be another with a weapon nearby?

Just put yourself in the shoes of a criminal. Who are you going to try to rob? A group of people that are unarmed, or a group of people who are armed? If you are an insane psychopath hell-bent on slaughting a group of people, are you going to attempt it against those who are unarmed, or those who are armed? (hopefully the answer is obvious)

When everyone is armed, it becomes collectively less probable any one of them will try to commit an act of violence against any of the other for fear out of not only not succeeding, but also getting killed in the act. However, when only one is armed, they feel powerful. And when someone feels powerful, they do horrible things they wouldn't otherwise have done out of shear fear of failure.

This is my reasoning. I suppose it is only speculation that a criminal would reason the same. But even if a criminal would still attempt a crime against an armed society, the damage they can cause is much much less. You will never see again, one man with a gun slaughter a bunch of helpless students. Yes, they might still get away with murdering 1 or 2. But 30? 40? Never again.
