Well the report points out the problems. Heavy particulates and ozone. Ozone isn't tracked and the heavy particulates monitored are only 10 micrometers in size instead of the 2.5 micrometers the U.S. uses to judge air quality. The 2.5 sized particulates are much more dangerous as they get deeper into the lungs.
