Politics is a dirty game. They are never going to enforce the house rules that they are supposed to follow because of the status quo. Apparently, they deem that there is no disciplinary action necessary to "punish" said acts
 . If members are not present, their votes should be tallied as abstentions. They could at least limit the cross member voting to their own party! Geez!
