What's the best place in town to get a personal loan (things like interest rates, etc., etc.)? Would it be my bank or elsewhere?

I want to borrow in the neighborhood of $14,000 to purchase a newer vehicle (2003 Subaru Outback, 30,000 miles, $12,500 asking), as well as fix up my current Jeep to sell to my brother so he'll actually have a ride.

everyone said plenty about the rats. you just didn't want to listen. and the reason people keep moving out probably lies with you. there was plenty of disgusting stuff that happened in that house that DID have to do with you. but, you didn't really care about your roommates opinions. cathryn is the dominant member of the house, her opinion is highest, even though rent is split equal.... and you know, i moved into your place expecting an awesome roommate and cool situation, because we got along really well. i didn't do you wrong. i told you a month and a half before i moved out what i was going to do, and told you the reasons for it. i didn't use you for storage no matter how you want to dilude yourself. i could have paid for a cleaner and less plaque-ridden dog situation by paying $15 a month at the storage place across the street from my girlfriends place. i only stayed in that house with you 2 days out of the entire month i was there. i told you my grievances with the living conditions, and you ignored it and got offended, even though i approached you in a polite and professional manner. and i have tried my damn hardest to resume and repair our friendship, but you do nothing but hold a childish grudge and ignore people. isolating yourself from everyone. yes, i still owe you $50, and i even tried to pay more on that a couple weeks ago, and you tried to get me to hand off the cash through a 3rd party, because apparently you can't even bother with recieving it in person. don;t mean to be a dick, but what motivation do i have to pay you back if i don't even have friendship as a reason to do so? you're like a child throwing a temper tantrum. everyone has hurt poor cathryn. pretending to manipulate zach to get a rise out of him over a situation that happened 2 years ago is ridiculous. stop with the self pity sob story and learn to fucking forgive people or you are going to find yourself a very lonely person with no friends at all. i've tried. you are the one refusing to give it another chance.
