I think that's a great idea .... but I'd take it a step further and have a peice of federal legislation that states that if your state has received any federal funds for funding public education the random steroid testing for athletes must be enforced....

In fact, I'd even take it a step further and say that students must be able to pass folicle hair tests in order to enroll in public school systems....if they test negative, they only have to pass the test once every 6 months, if they test positive, they have to undergo drug counseling.
