I really like this proposal. "meaningful and substantial progress"... yeah, they're going to need to define that before I agree that this is a good idea.
It could mean that they want to see no car bombings for 3 weeks straight or they pull out. Or that no American troop dies after June. Or some impossible to predict and prevent occurrence. The Democrats are conflicted. They want out of Iraq, but they want to win the Presidency. If they vote to pull out of Iraq and all of the sudden things get better, then they will be seen as the wrong people for the job.
