so the techannounce says that high tech is closing due to unfortunate circumstances. What happened?

I have heard a more detailed story of why the head of High Tech left and some other interesting things about IT. I am still left with a question, why would the university sell a Windows install that is not bootable. Now, this is what I was told by someone who bought a Win XP install CD.
