That one clip they show near the beginning of a woman screaming during a traffic stop is from that vid where the woman refused to get out of her car and the officer tazed her. She was too busy talking on her cell phone to get out... "he says he gonna taze me!"

16th Ammendment (part of the Constitution, last I checked):

The Congress shall have power to lay and collect taxes on incomes, from whatever source derived, without apportionment among the several States, and without regard to any census or enumeration.
