In a move to coax Iran into halting its nuclear ambitions, the European Union said Monday that it would offer a package of incentives to Tehran, including technology to build nuclear power plants for civilian energy production.
But Javier Solana, the EU's foreign policy chief, emphasized that Iran would first have to gain the confidence of the international community by ceasing nuclear enrichment, an activity that Iran defends as part of its energy program but that the United States and the EU view as camouflage for a weapons program.

Ok, how can Iran build a nuclear power plant without enriching nuclear materials? This is a serious question. I really don't know much about the whole nuclear process.

What good does enriching uranium do when you don't have any intention whatsoever to even attempt to build the infrastructure that would utilize that fuel for power production?

Answer: To build bombs.

The thermodynamic cycle that a nuclear power plant and a coal fired power plant generate power on is identical, at least on the macroscopic level .... However, it's completley and totally rediculous for them to claim they're enriching nuclear fuel for civilian power production when they don't have, and haven't even attempted to build, the nuclear power plant that would use this fuel.

Were the Iranians actually wanting to generate power from a nuclear source, they would have been BEGGING the international community for help instead of isolating themselves from it.

It's so fucking obvious they're trying to build nukes it's not even funny.
