I'd probably do Napa Valley if the above choices were all I had.

The Keys and Miami both suck, while the beaches off the coast of Tampa are pristine.

Vegas gets old real quick (for me at least).

The Portland/Northern California area is extremely nice as well. I'm headed to Portland later in July to take in the cooler temperatures, awesome food and breweries, and great scenery.

You could also do Belize or Costa Rica for that amount.
