So El Paso is close to Juarez Mexico. This year there's been a drug war that's getting out of hand. So far in 08 about {edit}800+ homicides in Juarez alone.

So here's the situation.

Thomason Hospital is the county hospital in El Paso, TX.
What is happening is people are getting shot in Juarez and are being brought to the US (El Paso) to THomason hospital.
At least 2x this year the hospital has been on lockdown with EPPD and Sherriff's guarding the perimeter of the hospital.

Here are some stats form the article below:
  • Thomason has treated 28 people wounded in Mexico, spending an estimated $1 million, according to hospital administrators. Nineteen were U.S. citizens or had dual citizenship, and the rest had legal permission to enter the country.
  • Mexican officials have repaid the hospital fully for only one of the Mexican officers it has treated and made partial payment for another. Thomason has gotten about $314,000 back from the patients, their employers, insurers and state and federal funding
  • Thomason does not want to accept the patients but have no choice under federal law

What's your thought on Mexican citizens (yes some had citizenship but some did not) being transported to the US for medical care and getting treatment with US taxpayer money.

I think, not 100% it goes like this:

either:

The hospital in Mexico call the Hospital in the US
the US send an ambulance to the bridge to pick the person up
then bring the person to the US hospital

or

the wounded person walks to the half way point at the top of the bridge (no US Border Patrol at the top of the bridge, only the bottom of the bridge)
at this point, they are on US soil and federal law says the hospital must accept them.
