so texas leads the nation in teenagers that have had sex, and also has the most abstinence education.

Personally, as with Jessica, I think it has to do with poverty levels more than anything else and their habitual irresponsibility. If the parents are irresponsible people, their children are more likely (not always, but more likely) to be the same. And I think it has little to do with educational programs. I don't think sex education would be effective either. If kids are going to have irresponsible sex, I don't think any kind of abstinence/safe sex education is going to prevent that.
