I guess I don't understand this.

Ever since I was old enough to remember I've continually heard about the evil Fidel Castro.

Apparently we have a Naval Base in Cuba, etc, and all I've ever heard is about how oppressed Cuba is.

Why the hell didn't we over-throw this guy like 40 years ago? He's right in our back yard pretty much.

Let me explain a little more of the Chomsky idea.

We (the US) has never been hesitant in replacing unfavorable military leaders around the globe (with greater emphasis on Central and South America). In that essence it seems kind of odd that we haven't done the same in Cuba (successfully might I add, we have indeed tried plenty of times whether directly by killing him or indirectly by causing social unrest which overturns him).

However, in some of the text that I read of Chomsky says that it makes sense to have some enemies nearby (especially during the time of the cold war) in order we could propagate fear and allow a more publicity acceptable amount of spending for the military. After the cold war and actually more appropriately recent times, Cuba has really been an inconsequential element that has been put on the backburner of political discussion (I mean Iraq/Iran dominates, Cuba is really only mentioned when candidates are debating in Florida) and so I think we have this sort of ennui associated with changing the country, so we are stuck upholding a policy of long ago that might not be applicable nowadays.
