How do you report cars that won't pass inspection to save their lives?

I nearly got in a head on collision because some redneck fuck driving a Dodge dually had a smokestack exhaust running through his pickup bed. Every quarter mile it'd shoot out a thick cloud of black smoke that blinded anyone within a 75 foot radius behind him. I managed to get behind him long enough to get his license plate number

Besides being terrible for the environment, his exhaust is dangerous as hell to anyone driving behind him.

i dont know if there's any specific number, but if i were in that situation i'd call 911 just so they'd come out and pull him over right away. that's a dangerous situation and that truck needs to be off the road asap.

i know there is a specific number to dial, when I registered my car they sent something with the sticker with a number to report cars like that.....but I threw it away. So there is one...you just ahve to find it
