What's the best place to buy a cell phone without a contract other than ebay?

You could do pay as you go... get it at Best Buy.

Other than that, if you are just wanting a cell phone from say Verizon, then all retail stores are going to have the same price on it. SOMETIMES if you buy it online through that cell phone provider and you dont want a contract, you get $50 off just for purchasing online. OR as a last result, you could go to one of those independent places that carry several providers and they sometimes sell used phones.

You can go into any retail cell store and ask to buy a phone at the no-contract price. Granted, doing so is ass-pensive.

Not to mention most major carriers will make you sign a contract to start up service anyways.

They may try to get you on contract, but they'll still sell you a phone. Unless they're completely fucking retarded.

I just mean, you can go buy the cell phone and pay full price, but if you wanted to start up service they'd prob still make you sign a contract.

I already have the service. The problem is that I broke my current cell phone (the screen is cracked) that I just got last Aug. Right after I cancelled the insurance nonetheless. this is the phone I ended up getting. I actually wanted an iPhone, but I ended up deciding I didn't want to spend TOO much on a phone that there's a good chance I'll just break again.

I had a similar problem. My phone broke after the warranty period and before I was eligible for contract renewal. Had to buy my crappy-ass phone at the no-contract price.

Yeah. And it wasn't that expensive for buying a phone without a contract either. Only thing that sucks about is that it will only handle 1GB of MicroSD and isn't 3G. But neither of those matter much to me (esp since we don't have a 3G network in Lubbock).
