21 yrs old is a junior in college? I think if you are licensed, and of age, you should be able to carry. Carry rules already prohibit carriers from showing the gun in any way (as in intimidation or hanging out of shirt for people to see). Also, rules of accountability rise if a person has a carry license.

Of course it is a double edged sword, but if a guy can kill over 40(?) people before campus security can get to the problem... are campuses really secure enough to say that no guns are allowed, even though the guns are allowed in most every other place in Texas?

Even in Texas, the number of people with concealed carry permits is small -- even on a large campus, you wouldn't be adding a ton of guns to the mix. Furthermore, licensees are far less likely to be involved in either violent or non-violent crimes than non-licensed folks. The people I've known with concealed carry licenses, students or otherwise, do not take their guns or licenses lightly.

Public colleges should not be second amendment (or first amendment, for that matter...) black holes. Private colleges, on the other hand, should be able to make whatever f'ing rules they want on the matter.

I guess I should reply to this since I'm in Student Government at Texas State University. I was one of 15 Senators that voted no on this piece of legislation. I did bring in some of my personal feelings to this vote, but I also voiced the opinion of parents, alumni, faculty, staff, and most importantly, Students. While I am aware of CHL laws in Texas, but we're at a state funded institution and we're there for one purpose and I have never felt the need for a gun on campus. Texas State has one of the safest campuses in the nation and we have some of the best Police officers on campus. In my year and a half here, never have I felt the need for a gun while sitting in class. College Republicans (who were the big pushers for this legislation... the CR Chair authored it... yeah) utilized many 'what-ifs' and other hypotheticals. But that's the thing, they're what ifs...

It's intersting to see others inputs at other Universities. I will take this into consideration.

What Yahoo and others haven't pointed out is that ASG DID NOT ENDORSE THIS! We pushed it to Student Referendum for them to vote in the Spring

This is actually one of the issues that I haven't formed an opinion on, so hopefully this thread can lean me in a direction...

Concerning your point "licensees are far less likely to be involved in either violent or non-violent crimes than non-licensed folks." I figure is somewhat accurate, can I have some statistics if you find them/have them.

Also, I would be MORE concerned that if more guns are allowed on campus the number of accidental deaths would rise. I think that if more guns on campus is allowed, the second someone accidentally gets shot would be the end of it...

I don't quite understand this as a valid reasoning. So you are saying you shouldn't prepare for situations that haven't happened but could potentially happen (regardless of how remote the possibility).

Please note that I say this never having owned a gun, much less having a concealed carry license. I probably never will own a gun either, but that's my personal choice and I don't want the government infringing upon it one way or another.

There was a 2 hour lapse between the first murders and the rampage that he went on. Had the UPD been properly trained, things would have been different. We're at school for that... school, learning environment. It's a stressful situation. We don't need CHLs on campus. I stand by my no vote.

Yeah, and if there hadn't been a preliminary shooting, the massacre probably would have been even worse.

To use "campus is a stressful environment" as an excuse is an insult to every adult who works and has a CHL. Furthermore, your arguments can be reworked to fit any environment. You're at work to... work... yet you can carry a gun. You go to a restaurant to... eat... yet you can carry a gun. Etc...

Long story short, I think the restrictions are unconstitutional.

god you people......

So why do you stand by your vote? A good argument has been put forward as to why your vote may not be in the best interest of the public, yet you give no explanation why you stand by your vote. Is it because you have 'faith' that your policy is better for the public, or are you hiding some powerful explanation with research and data that shows concealed weapons on campus will be disasterous?

Because if it's faith that you use, I can name off atleast 4 people on here that will agree with your blind style of policy making.

At my law school i know of 2 kids with CHLs and im happy to allow them on campus. Since its a private school they aren't as strict as public schools (thankfully).

I think that people who get CHL's are more responsible and qualified with a hand gun than an everyday joe. I know that if shit went down on my campus i would want to be able to protect myself with more than a phone call to the police and a book to throw.

Further, since it IS a small amount of people (21 and over who actually own a pistol and a CHL) i think its not unreasonable to allow them on campus with something the government has told them they are qualified to carry.

Ok, they get over-powered (very risky attempt, but let's say the offender is not rational and somehow succeeds in not getting himself killed by attacking someone with a gun, while he, himself, is unarmed). Would there not be another with a weapon nearby?

Just put yourself in the shoes of a criminal. Who are you going to try to rob? A group of people that are unarmed, or a group of people who are armed? If you are an insane psychopath hell-bent on slaughting a group of people, are you going to attempt it against those who are unarmed, or those who are armed? (hopefully the answer is obvious)

When everyone is armed, it becomes collectively less probable any one of them will try to commit an act of violence against any of the other for fear out of not only not succeeding, but also getting killed in the act. However, when only one is armed, they feel powerful. And when someone feels powerful, they do horrible things they wouldn't otherwise have done out of shear fear of failure.

This is my reasoning. I suppose it is only speculation that a criminal would reason the same. But even if a criminal would still attempt a crime against an armed society, the damage they can cause is much much less. You will never see again, one man with a gun slaughter a bunch of helpless students. Yes, they might still get away with murdering 1 or 2. But 30? 40? Never again.

Ideally, I think everyone would want to avoid bullets flying everywhere, but we live in a very different world and I think it is best to be prepared.

As to Forum Warrior, I don't think arming people necessarily would reduce the number of school shootings. I think people who are like that are pretty much crazy to begin with and would pursue their "goal" to the death if necessary (as seen in a number of shootings).

However, I do think you are right that the severity of said shootings would be reduced if responsible gun possession is allowed on campus.

Like I said, I think the biggest reason why I would be against this measure is the possibility of an increase in accidental shootings...I don't have any evidence/stats to support this "feeling" but it seems to me the more guns you have in an area, the likely hood (albeit small) is increased of an accident...

I still don't understand why you (Melanie) voted against the measure. If you think that more money should be given to security to increase their personnel is the solution, aren't you providing the campus with more people with concealed handgun licenses on campus anyway (by means of an increase in security forces)? Why not cut out the middle man and allow students who have passed similar licensing tests to carry...

It doesn't matter anyways as to how I voted, I stated twice before, unless you people can't read (and I said it because I'm still a little confused by what you meant by 'you people' regarding me), it's going to student referendum at Texas State University. I won't even get to vote on it then. It's in the hands of the students if they want to allow it to go to the Legislature. We can't even make it a rule on our campus, we have to go through the State Legislature which doesn't even meet until January of 09. There, they will decide if State Public Institutions should go to CHL zoned institutions.


Oh, and I'm still convinced that Traci Adams (and I'm not afraid to tell her this to her face, I did it in our ASG meeting on Monday night) is doing this out of paranoia. That's all this is, paranoia.

I don't understand why people are so against this personally (accept people who are just naturally against guns like cat). People with CHL's can go everywhere else in society (including "stressful environments" like work) and no western style shootouts have been all over the news. But in college, where you have adolescents who may become unstable and start shooting up fellow students, people aren't allowed to protect themselves like in the rest of society.

I just think that CHL's are responsible and qualified enough for the government to allow them to conceal in other aspects of society, and i don't think CHL's on campus would make it any more dangerous... the opposite actually.

somebody said that college campuses are the only places concealed hand guns are not allowed. I was stating otherwise. What is the fucking purpose of carrying a gun to school? Seriously. Don't treat possible violence with more possible violence. I dont like guns at all, but I admit that they are useful for 1) law enforcement and military 2) hunting 3) protecting property. A school is a place of learning. If you live in that much fear of society, then go sit in a padded room. Purpose of having a CHL and carrying on campus is the same as having one at your home or in your car... protection. And just because someone has a CHL doesn't mean they are in complete fear of society, in fact many take the CHL class and NEVER OWN A GUN. And i'll put more faith into someone getting certified and taking care to get a CHL over a normal person to "jump on the looney bus". And a person "jumping on the looney bus" doesn't need a CHL in order to conceal a handgun and start killing people.

you miss my "jumping on the looney bus" point. all it takes is one instant of rage from a completely sane person to do something irrational. I dont know if you notice, but people tend to act irrationally when something bad happens to them. A bad grade on a test, significant other problems, etc.... while we handle things like this everyday, have you ever had something like this happen to you and done something stupid because of it? Having a gun attached to your hip is just an added temptation. I despise concealed handguns in public places. Its strange to me to think that people walking right next to me could have a gun on them or people driving alongside my car could have a gun....this coming from someone who has a gun pulled on the while driving. People act irrationally.

Looking at this purely from a legal standpoint, I don't think it's constitutional for firearms to be banned on public property, whether that's a post office, a school, or just walking down the street. I fully support the right of private citizens to form their own restrictions on guns in their homes, cars, and private businesses. If I own a restaurant and I'm not comfortable with my patrons having a gun, I want to be able to post the proper signage and (theoretically) keep guns out.

From a pure practicality standpoint, I think the safety issue here is pretty nill. People were afraid of Western shootouts occurring when Texas passed its CHL laws in the first place, but that simply hasn't happened. It hasn't happened in any place with concealed carry laws, to my knowledge.

Is there a possibility that somebody will go all loony and go on a killing spree? Snap from the stress? Sure. But frankly, I'm more worried about that from someone carrying a gun illegally than from someone with a CHL. Furthermore, if people are allowed to carry on campus, there would be more responsible gun owners around to help stop someone on a rampage. No, I don't think we should get rid of UPD, but it's nice to have that extra manpower, if needed.

It is completely unnecessary to carry a gun on a campus. Texas State's campus has had a lot of controversy lately not just about CHL but also UPD's decision to start carrying some AR gun..I believe its an AR 16. Whatever. I dont like that either, but I would rather UPD carry semi automatic assault rifles than students carry concealed handguns. I just dont see what we are building up the masses for. Sheesh. We act like college campuses have become war grounds because of a few isolated incidents. I know we dont live in happy fairy land where peace abounds, but at the same time I see absoletley no point in making a college campus a place to draw yer weapons. Its all a fear some people have. I see the point of having a gun in your home, while I wouldnt own one myself especially when I have kids. I would rather make sure I live somewhere safe than bring something that has the intention of scaring/hurting/killing someone. Its negative. Of course, if I had to live somewhere super dangerous I would consider it. HELLO!!!! COLLLEGE CAMPUSES ARE SOME OF THE SAFEST PLACES TO BE THESE DAYS! the crime rate on campuses is so much less than in other places. Do we really need to gun it up?

I just wanted to know because I may be wrong, but since we are also funded the federal government and we wouldn't be following federal guidelines by having weapons on campus, we'd lose funding. We all know that the State isn't giving shit to Texas public institutions.

and to answer your second part. i've worked on all levels of politics. i did the municipal thing for a year before i headed up here to san marcos and was the public works liasion for a councilwoman. that was probably the most fun i have ever had. i worked for state rep patrick rose, state rep joe farias, and congressman ciro rodriguez on their campaigns... gotv, young adult outreach, that type of stuff and aftee the campaigns i found a way to wiggle myself into their offices. i worked for state rep joe farias in his capitol office and state rep patrick rose on that prop 15 that texas just voted on. and the ciro stuff last. i worked for some pretty amazing people. and i did some lobbying with young democrats of america and college democrats of america on behalf of tax free textbooks and interest rates on student loans, we also did a capitol invasion for planned parenthood at the beginning of the semester. i can for sure tell you one thing though, i love policy so much more than campaigning. i'm not really turned off by politics, i was a few months ago but convinced myself that the only way to change the system was to get in there and get good people elected and write good policy for them. my baby was some legislation in the state house and senate on trans fat free school lunches. it never got heard in committee though. i guess if i could do it all over again, i'd probably work for a senior state senator like leticia van de putte. the only reason i didn't go work for her was our relationship was too personal (she's my godmother) and i didn't want it to strain anything.

but i can see how it would turn people off. it's a dirty game of good ol' boys. you'd be surprised how much of that game is in the state leg and the aides... even interns get in on it. but my hero is sinfronia thompson and her staff was always amazing

No, I wouldn't be surprised. Especially after seeing how they vote, I pretty much assume that politics from top to bottom is a dirty game, usually corrupt.

After talking to a few people because a few months ago, I was a little hazy on CHL laws in Texas, I don't own a gun, my family doesn't own a gun and never have, so I was confused on some stuff. so I talked to some DAs and law enforcement when I had heard about students going to state legislators to allow for people that own CHLs to bring their guns onto campus. I remember that they had stated that the major difference is that with law enforcement, you can actually see their guns, whereas with CHL holders with guns, they cannot have their holsters out in viewing or it's just considered an accessory and not a concealed weapon.

Where's the confusion? A CHL allows a person to carry a concealed handgun anywhere not prohibited by properly-posted signage. To my knowledge, Texas does not permit open carry (non-concealed gun) for civilians.
