Um, ok. It is fairly stupid but if it's on the books then it's on the books.
What would you do if your next door neighbors were continually loud after asking them to quiet down a bit? You'd call the police. Too bad for her, her neighbor was the police. Maybe it was Dwight that wrote her the citation
