It's been 7 months since I've so much as even hung out with a girl.

I just moved to the most podunk ass redneck town you can immagine.

There are some decent looking ones of you people around ...

But, I don't want to pick the ones of you people up who hang out at bars.

There is this one of you people that is WAY hot and apparently works out at the same gym I do, but short of accidentlly dropping a [very small] dumb-bell on her toe as an ice breaker or something retarded like that, I can't possibly figure out how I would even get a chance to introduce myself to this girl.

What kind of girl are you looking for? If you aren't interested in the type that hang around bars, then don't spend an inordinate amount of time there. If you want a girl who's into movies, then hang out at the movie theatre and chat up girls in the line... bookish chicks, go to the bookstore... hot gym sluts, the gym... duh?

As for the girl at the gym, just go up and talk to her! It's as simple as saying "Hey, I've seen you here several times, but hadn't gotten up the guts to talk to you. [blah blah blah introductory stuff] Would you be interested in grabbing a coffee/smoothie/drink with me after we're done here?"

As long as you don't leer at us, most of us aren't creeped out by random guys striking up a conversation.

Depends on the guy. You could probably get away with that, but most guys couldn't.

Grow a pair and go up and talk to them. It isn't rocket science. You either get rejected or you don't. Either way, no big deal. It's not like you'll ever talk to them again.

Girls aren't going to go up and talk to you unless you're really attractive or they're a drunk slut looking to get laid. They're doing the exact same thing as you - sitting there waiting for someone to come up and talk to them.

when i was there, me and my work crew would go to cobblestone or the dinosaur pub to drink in the evenings. there were a lot of cute girls there bartending and waiting tables. the guys weren't to terribly good with women but they got them to talk by asking them about their tattoos or "other places in town to hang out". then they'd invite them to come with.
