Looks like this bill will pass unless Perry vetoes it.

http://www.ktrh.com/cc-common/news/section...article=2160875
QUOTE
Under this bill, dog owners whose pets attack people could be fined up to $10,000 and face two to ten years if their unprovoked dog attacks and seriously injures someone. If that person dies, then the prison time can be up to 20 years.

QUOTE
Current state law calls for dog bite punishments ranging from a $500 fine to one year in jail, but dog owners can't be charged with a crime unless their dog was already classified as dangerous due to a previous incident.

IMHO people should know if their dogs are dangerous and should be held responsible. I think 10 years would be a little too steep on a serious injury case though. I'd imagine if one was seriously injured they could sue the pants off the person in civil court.

It's a strange case... could go lots of directions... you could have a completely innocent dog kill someone and send their owner to jail. On the other hand, with the current law, if you trained your dog properly, you could have the dog kill someone and the worst you get is $500 fine to one year.

Sounds like a fair law to me, but I think provoked needs to be defined as entering the owner's property without permission among other things. Dog owners should be held accountable for the actions of their pets, but I hope this law isn't abused.

Sounds a bit excessive, but I do agree that dog owners should be responsible for their pets. I presume this law would allow for light punishments in the case of the dog having no previous reports of hostile behavior. Because, let's face it, sometimes dogs are really nice and sweet and then randomly flip out and attack someone. It's not common, but it does happen.

I think there are way too many dogs as pets nowadays. People mis-treat them and things that are the "norm" now imho are terrible. I see people getting huge labs, and keeping them couped up in a little ass apartment, even in a cage all day. Then they justify it by saying "oh well I walk him every day".

I grew up having a dog in the backyard. We didn't let him in the house, but we would go out and play with him all the time. If we weren't there, he had free run of the backyard, could chase birds around and bark at the neighbor dogs, etc. People nowadays actually have called me cruel for leaving the dog in the backyard. The same people who put their dog in a cage at night/all day told me this. It baffles me.

I love dogs as pets, but I haven't gotten a dog for myself yet for one simple reason: I don't have enough time to devote to one. I have two cats, and they have full run of the house and play all day. Cats, you can leave alone and they'll find somethin to do, but dogs, you have to pay attention to. It saddens me to see all these little 19-20 year old people buying up dogs as soon as they get their own place, and then treating them like a toy, putting them in a cage when they don't want to play with them, or are afraid they'll crap on the floor.

Amen! Same reasons I don't have a dog. No yard and they belong outside. Don't like cats since their hair gets everywhere.

Completely retarded, criminal liability should only be given for extreme negligence, or something that is done to protect the public AS A WHOLE. ONE dog attacking someone can be decided on a case by case basis. There is no need for a law like this. 1st of all we have CIVIL liability to remedy ALL damage done by a dog (thats already civil liability). And if the dog is overly dangerous you can determine on a case by case basis whether it was criminal negligence.

Oh and i lol'd and forsaken's whining about dogs. Makes me want to put cats into a trash bag and throw them in a pond... while my rottwieller eats a kitten beside me.

i'm trying to find a decent household chemical or something that i can put on a piece of meat and kill that fucker. was thinking anti-freeze, but dogmeat claims that it would kill it really slowly and painfully (i think it deserves it, but i don't wanna run the risk of it being found and cured before it is dead.

I think that's a great idea in theory .... I think it could help separate the responsible pet owners from the irresponsible assfucks who cause all the problems.
